296 Sales Above AED 36.7 Million: Valuing Dubai's Luxury and Off-Plan Boom in 2026

TLDR: DLD transaction records show Dubai closed H1 2026 with 296 home sales above AED 36.7 million, worth a combined AED 18.7 billion, up 14% year on year. The Dubai Land Department separately reported luxury investment of AED 87.71 billion in Q1 2026, up 26%. With off-plan running at roughly 70% of transactions, most purchases now involve a property that does not yet exist. Both trends make bank-approved property valuation in Dubai harder to do and more important to get right.

Dubai recorded 296 home sales above AED 36.7 million in the first half of 2026, worth a combined AED 18.7 billion, up 14% year on year, per Dubai Land Department transaction records. At the same time, off-plan deals accounted for roughly 70% of transaction volume. Together these two facts define the 2026 market. The most valuable properties trade in a thin evidence pool, and most properties that trade have not been built.

For anyone commissioning a property valuation in Dubai this year, both trends change what a credible valuation looks like. Here is how.

Dubai Luxury Property Sales Set an H1 Record in 2026

The ultra-prime segment has never had a stronger first half. The 296 transactions above AED 36.7 million represent the highest H1 count on record for that bracket, and their combined AED 18.7 billion value sits 14% above H1 2025.

Official data points the same direction. The Dubai Land Department reported AED 87.71 billion of investment in luxury real estate in Q1 2026 alone, a 26% year-on-year increase, within total quarterly transactions of AED 252 billion. That followed a record 2025, when transactions exceeded AED 917 billion for the full year according to the Dubai Media Office.

Record headline numbers do not make individual pricing easier. They make it harder, because rapid growth widens the gap between the last recorded comparable and today's market.

Off-Plan Dominance Changes the Valuation Question

When roughly seven in ten transactions are off-plan, the typical valuation subject is a contract, not a completed home. That shifts what the valuer must test.

An off-plan price bundles three things: the underlying property value, the developer's brand premium, and the financing value of the payment plan. A three-year post-handover plan is worth real money to a buyer, and developers price it in. A valuer acting for a bank has to strip that financing component out and state a cash-equivalent value, because the bank is securing its loan against the property, not the payment terms.

Registration matters too. Off-plan sales are recorded through the Oqood system before title deeds exist, so the valuer must confirm registration status and developer escrow compliance as part of due diligence. Our valuation types page explains how the scope differs by purpose and asset class.

How Valuers Approach Luxury Property Valuation in Dubai

Ultra-prime homes resist the standard comparative method for one reason: scarcity of like-for-like evidence. A signature villa may have no genuine comparable within twelve months of the valuation date.

Valuers respond in three ways. They widen the evidence net across comparable ultra-prime districts rather than a single community. They adjust explicitly for the attributes that drive prime value, including plot size, beach frontage, branded residence status, and renovation grade. And they weight recency, because in a market growing at the current pace, a nine-month-old comparable understates value materially.

The discipline that holds this together is transparency. A RICS Red Book report must show its evidence and its adjustments, so a credit committee or a court can follow the reasoning from data to figure. That audit trail is what separates a residential property valuation a bank will lend against from a broker's opinion of asking price.

Why Banks Insist on a Bank-Approved Property Valuation in Dubai

Every mortgage in the UAE is underwritten against an independent valuation, not the purchase price. The distinction matters most at the top of the market and in off-plan, exactly where 2026 activity is concentrated.

If a valuation comes in below the agreed price, the bank lends against the lower figure and the buyer funds the gap. In the luxury bracket, a 5% gap on an AED 40 million purchase is AED 2 million of unplanned equity. A pre-purchase valuation surfaces that risk before signing, not after.

Banks also maintain approved valuer panels. A report from a firm outside the panel, however competent, will not be accepted. Buyers should confirm panel status before instructing, and sellers pricing a prime asset should do the same, because the buyer's bank will test the price regardless.

What This Means for Buyers, Sellers, and Investors

Three practical takeaways from the H1 2026 data.

Buyers of off-plan property should commission a valuation that states a cash-equivalent value, then compare it with the contract price to see what they are paying for the payment plan.

Sellers of prime property should price from recorded DLD transactions, not asking prices. The record H1 shows depth of demand, but banks will still value on evidence.

Investors marking portfolios to market should not roll forward 2025 values. A 26% rise in luxury investment in a single quarter means last year's figures are stale for lending, refinancing, and reporting purposes.

FAQs

What counts as luxury property in Dubai valuation terms?

There is no single regulatory threshold. Market reporting commonly uses AED 36.7 million (about USD 10 million) for the ultra-prime bracket, while the Dubai Land Department reports luxury investment as its own category. A valuer defines the segment by evidence pool, not by label.

How do valuers price a luxury home with few comparables?

They widen the search to similar ultra-prime districts, adjust explicitly for attributes like plot size, frontage, and renovation grade, and weight recent evidence more heavily. A RICS-compliant report documents every adjustment.

Do banks lend against off-plan property in Dubai?

Yes. Lenders require the unit to be registered through Oqood, the developer to be escrow-compliant, and an independent valuation stating a cash-equivalent value from a valuer on the bank's approved panel.

Why might a valuation come in below my off-plan contract price?

Contract prices often include the financing value of a post-handover payment plan and a launch premium. A mortgage valuation strips these out to reach the cash-equivalent value the bank can secure its loan against.

Is a RICS Red Book valuation required for a Dubai mortgage?

UAE banks require an independent valuation from an approved panel firm, and panel firms typically report to RICS Red Book standards. Confirm both panel status and reporting standard before you instruct.
